Our take:
Society is increasingly going cashless - and it's easy to tip on a restaurant slip or when a transaction in involved. Tipping for "free" services, like handling of bags, is a lot trickier to transition into the digital age. I'm not sure the current design is the solution, but this is definitely a problem worth solving.
